Industry against increase in plastics tax

Three associations of European plastics manufacturers and processors – EuPC, PlasticsEurope and Petcore Europe – are calling on the European Commission not to increase the European tax that already affects plastic packaging that is not recycled in Member States.
The proposal for the EU’s long-term budget 2028-2034, in the “own resources” section, provides for an increase in the EU plastics tax from 0.80 to 1 euro per kilogram of non-recovered packaging. In 2023, this contribution generated 7.2 billion euros in revenue.
The signatories also call for the proceeds of this tax – which is paid by Member States and not directly by packaging manufacturers (only Spain passes it on to companies) – to be allocated to a fund dedicated to building a more circular economy for plastics.
Finally, the European Commission should present an impact assessment on the effects of this levy, taking into account competitiveness issues along the plastics manufacturing chain.
The proposal also envisages indirect taxation for companies with a turnover of more than €100 million through the “Corporate Resources for Europe” initiative, as well as the creation or extension of indirect taxes based on environmental criteria.
